I think he is refering to Eo-techs, though the Eo-Tech replicas are just RDS and a Holo isn't any 'better' than a traditional RDS.

I've found that since the EOTech refund program became well publicized, those bargain basement EOtechs just aren't around much, anymore. People would rather have the 100% refund than eat the depreciation on the 2nd hand market.
