Indeed it is the issued netting. I have a whole ghillie of the stuff (poncho & pants). Here's an old pic of the ghillie setup basement commando style. The new setup is much better and more ummm streamlined you can say. Will have pics of the new setup at after the sniper clinic or maybe sooner..dunno yet

That is one of those cheap Flambeau Rifle Case I bought at Canadian tire for about 15 bucks.
Since you're in the US, not sure where you can get one, but maybe you can try to get one from this place
