Basically you open your Paypal account and input all your personal contact information. Since at this point you have no money in that account you will need to link it to either your bank account for instant transfer or assign a credit card. Then when you send money it will prompt you for the payment method you want to use.
It's pretty straight forward. Just take some time to go through the setup process. Make sure if you do add a credit card, that your billing address for the card matches exactly with the address you provided for your Paypal account. And yes, he will get the money before the product ships. That is standard business practice. Make sure you are comfortable with this person as a seller.

I only deal with Pay Pal users who are verified. Google it.
If the seller doesn't have a confirmed address walk away.

I personally don't like paypal that much. They will sometimes screw you and take your money/limit you (seemingly randomly). It's rare but I've heard from a few people who have had that done to them.
As for how it works the username/account is linked to the email address so you just input the sellers info and paypal will transfer the funds from your bank account or credit card if you've linked it. Also buyer MAY decide to screw you but with a confirmed address it's less likely because paypal will screw them for scamming if they're caught. Make sure your package is tracked and if a dispute is opened up just show paypal the receipt/tracking number and hopefully you won't be limited.

IMO, paypal is great, easy and safe. (Beside you have to wait 5 business days to transfer the fund from paypal to your back which really suck... )

I've gotten "screwed" a few times, and paypal has been good about getting me my money back. I really like the paypal credit card. Once someone tried to buy like $300 in chocolate, and they stopped it, and got me a new card with a few weeks.

In my experience, Paypal is too slow, expensive (usually the sellers transfer the service charge which should, according to Paypal, be paid by the seller, to the buyer).
I have tried to place an pre-order with an ASC retailer who only accepts Paypal. It turned out my payment AND pre-order was all cancelled by the retailer as he did not want to wait for the transfer of money from my bank account to Paypal one. And he tried to pushed me to have an Paypal credit card, which required extra charge on my purchase. I don't like it as it made the cost of the "pre-order" airsoft item become very expensive, and not worth the wait and all the effort. Personally, I highly prefer direct deposit (free of charge), then followed by EMT (reasonable service charge of $ 1.5, but have daily limit of $1,000). Paypal is NOT safe by any means. If you are purchasing via Ebay, then they will deal with things when situations arise. However, If you purchased the item outside of Ebay, Paypal will do Absolutely NOTHING. I Learned this the hard way when a package was lost by Canada Post. They say "There is nothing they can do" and basically walk away with your money laughing. Over 500$ worth of parts went missing.
Fucking Douchebags.
