This is true. Sometimes you will not receive a notice the same day. I have received failed delivery notices a day or two after I went to pick up my package at the post office. You may not receive your initial notice at all, but that's due to laziness/forgetfulness of the delivery person. If they can't deliver the package they are
required to leave that slip.
As for the status saying that your package is en route, it's probably just as it states. It may not have even landed in country yet. Once it gets processed at one of CP's portals the status should be updated to "Item arrived in Canada - will be reviewed by customs"
