In general I'd agree that V = ROF and Mah = # of shots...
but I think that Mah can be coincidentally compared to ROF since higher Mah packs are usually made of larger cells (i.e. 2/3A vs. SubC).
When comparing a 8.4v 1200mah mini to a 8.4v 1400mah mini there's not much ROF difference...but there is a good bump in ROF if you get a 9.6v 1400mah mini battery (all of those with 2/3A cells).
When comparing a 9.6v 2200mah mini (those ??AA?? sized butterfly packs, that have never been useful to me) to a 9.6v 2200mah large battery...you definitely get an improvement in the ROF.
