But they're not made to survive firing actual grenades, which makes them an imitation rather than the genuine article, especially when they're basic.

Here's the actual problem with importing grenade launchers: there's been a fairly recent effort by TPTB (CFC?) to reclassify grenade launchers as either restricted or prohibited firearm, can't remember which. There's a couple threads on it over at CGN.

Under previous classification, they were not firearms because they were classified under explosive devices and accessories. As a part of that previous classification, one could argue that airsoft grenade launchers were not prohibited devices because they were not replica firearms, and no law said replica explosive devices were prohibited devices and/or illegal to transfer and own. It's likely the CBSA would attempt to detain the devices anyways, but they'd do that for a lot of things and at least you have a fair legal position to get it back. However, people did not generally challenge CBSA or fate on that subject.

If the reclassification has happen (don't know if it has) and grenade launchers are now considered restriction or prohibited firearm, then an airsoft grenade launcher would be a replica firearm and subject to the same import and transfer prohibitions as regular airsoft guns.
