In a lot of cases like this, the manufacturer will have a distributor deal with someone local.
The reason they may not ship north of the border is for the very simple reason they have to honour their contract with their distributor.
It may just be something harmless like that and have nothing to do with anything regarding importation.
(At least that's how it works in a lot of car parts!)
