Like what Daniel said, your degree of hop-up is probably set at zero.

The hop-up is designed to hold a chambered BB stationaryy for stream of air to shoot it out. Adjusting for more "hop" will provide more backspin as the rubber nub pushes down on the BB harder.

When the hop is set at zero, the rubber nub no longer have contact with the bb. Hence, there is no friction that helps chamber the bullet. So when you tilt the gun down, the BB would roll out.
