By this logic we should hope bar and club owners provide a place for minors to go drinking, since there are many minors who want alcohol (and quite a few manage to get their hands on it). If we get them into bars young enough they'll grow up to be responsible drinkers, right?
Sorry but I don't buy into the newer generations' sense of entitlement to instant gratification.
