ICS MA-36 Motor plate

I just bought one of the newer style motor plates for my M4 from Mach1, but I'm not 100% sure how to put it together, as it comes with 2 screw in pieces. Everything else makes sense but the 2 screw pieces which I assume one goes into the base. Can someone help out? Is the second one just supposed to go over top of it and then you unscrew the top one when you need to adjust the actual motor height? Also, is the spacer needed? Because from the looks of it it will need it in order to be the same height as how I had it with the old motor base.
